The USDA’s SOE has expanded the requirements for organic certification across the supply chain.
Essentially, any enterprise that handles organic products requires certification.
There are few exemptions to the certification requirement; these are generally aimed at enterprises that handle products in their final, sealed, tamper-evident packaging (and remain in that same packaging). However, the exemptions are very limited and specific.
